信息网络中心党委委员、副主任</p></section></section><section><section><p>办公室下设工作专班，专门承担办公室工作。</p></section><section><br></section></section><section><p><strong></strong><strong>二、主要职责</strong></p></section><section><p>（一）领导小组的主要职责。</p></section><section><p>1.组织学习贯彻落实习近平总书记关于“三农”工作重要论述和党中央、国务院关于实施乡村振兴战略的各项决策部署，履行财政部作为中央农村工作领导小组成员单位职责。</p></section><section><p><strong>2.统筹研究、协调推进和督促落实财政支持全国各地区实施乡村振兴战略重点工作</strong>，确保按时保质完成党中央、国务院确定的涉及财政部的乡村振兴重点任务。</p></section><section><p><strong>3.审议财政支持乡村振兴重点工作计划和重大政策举措，研究分析乡村振兴领域财政资金使用管理情况，切实加强监督管理。</strong></p></section><section><p><strong>4.指导地方财政部门做好支持实施乡村振兴战略工作。</strong></p></section><section><p><strong>5.统筹组织财政部定点帮扶各项工作，</strong>支持定点帮扶县巩固拓展脱贫攻坚成果，全面推进乡村振兴。</p><p><br></p></section><section><p>（二）领导小组办公室的主要职责。</p></section><section><p>1.研究提出落实党中央、国务院关于乡村振兴重大决策部署的工作举措，提出部内职责分工建议，报领导小组会议或领导小组组长同意后组织实施并协调督促推进；承担中央农村工作领导小组交办的相关工作；组织财政支持乡村振兴综合性重大政策研究。</p></section><section><p>2.统筹协调相关司局，及时向部党组和领导小组汇总报告财政支持乡村振兴资金使用管理情况，反映财政支持乡村振兴工作进展情况和问题，提出意见建议（乡村振兴具体领域的资金管理、政策研究等职责仍由相关司局按分工负责）。</p></section><section><p>3.协调部内司局和地方财政部门，及时总结财政支持乡村振兴典型经验，加大宣传力度，对财政支持乡村振兴工作中表现突出的单位和个人，提出表彰奖励的建议。</p></section><section><p>4.研究提出财政部定点帮扶工作计划，协调部内单位开展有针对性地帮扶（机关党委、农业农村司共同牵头负责）。</p></section><section><p>5.承担领导小组交办的其他工作。</p><p><br></p></section><section><p><strong></strong><strong>三、工作规则</strong></p></section><section><p>领导小组定期或不定期召开全体成员会议，会议由领导小组组长或其委托的副组长主持。以会议纪要形式明确会议议定事项，会议纪要由领导小组组长签发。</p></section><section><p>根据工作需要，可以召开领导小组办公室会议，沟通工作情况，协调工作进度，研究提出工作举措建议。</p></section><section><p>成员单位按照职责分工，主动研究财政推进全面乡村振兴的有关政策和问题，认真落实领导小组确定的工作任务，及时向领导小组办公室提出建议提交领导小组会议审议的事项。加强与部内司局、部门和地方的沟通，密切配合，相互支持，形成推动财政支持全面乡村振兴的工作合力。</p></section><p>财
